Converting leva to euro: what the law sets

This lev to euro calculator from EduFacturing is a free online tool that converts amounts from leva to euro and back: conversion is under Article 12 and rounding under Article 13 of the Act on the Introduction of the Euro in the Republic of Bulgaria (ZVERB). The rate is 1 EUR = 1.95583 BGN, it enters the calculation whole, and the result is rounded to the second decimal based on the third.

From leva to euro it divides, and it never multiplies by the inverse rate 0.51129: Council Regulation (EC) No 1103/97, Article 4 provides that inverse rates are not used. The third digit decides the rounding, not what follows it. The sums use whole numbers and run in your browser.

Lev to euro calculator: what you get

Converts leva to euro as the law prescribes

It divides by 1.95583 from leva to euro and multiplies from euro to leva, with the steps shown below the result.

Checks prices and price lists

"Check price" says how far the euro price on a label is from the amount due. "Audit" counts that across a whole price list: roundings up and down, mismatches and the total difference in euro.

Makes labels and tables

"Labels" produces an A4 PDF with prices in EUR and BGN, from 1 to 6 columns and 1 to 14 rows. "Reference" converts the price list and downloads it as CSV or copies it for Excel.

Works out salary, change and VAT

"Salary" converts a gross monthly salary, "Change" works out the change on a mixed euro and leva payment (dual circulation ended 31.01.2026), and "VAT" adds or removes VAT at 20%, 9% or 0%.

When you need a leva to euro calculator

Across a whole price list an error adds up.

  • A shop with a price list

Paste a column of prices in leva from Excel, see them in euro, then download a CSV.

  • Checking the till software

Run the price list with the till's prices in a third column and see which rows differ.

  • A buyer with an old label

Enter the price in leva and in euro from a label of the dual labelling period and see whether they match what is due.

How rounding works from BGN to EUR

Every amount goes through a whole-number calculation on the exact fraction 195583/100000. Then one digit decides the rounding.

  1. Divide or multiply

The amount is divided by 1.95583 (leva to euro) or multiplied by it (euro to leva) and taken exactly to the third digit.

  2. Decision by the third digit

Below 5 the second digit stays; 5 or more raises it by one. The deciding digit is shown under the result.

  3. Comparison

"Check price" and "Audit" subtract the amount due from the price shown. A positive difference means the label is higher.

The whole rate, not the inverse

  • The whole rate, not the inverse

At BGN 100,000, dividing by 1.95583 gives €51,129.19 and multiplying by 0.51129 gives €51,129.00: a 19 cent gap.

What the calculator does not do

The tool converts and compares, but it does not issue a fiscal receipt or an invoice. A mismatch in "Check price" or "Audit" is not proof of a violation on its own: it may be a printing error.

"Salary" converts the gross amount only, and for net pay it says to see "Gross-Net". Dual circulation and dual labelling are over, so "Change" and "Labels" serve as a reference. VAT is calculated only at the rates 20%, 9% and 0% from its list. The rate is the fixed one: no market rates, no other currencies.

Questions about converting leva to euro

How much is 100 leva in euro?

BGN 100 is €51.13: 100 ÷ 1.95583 = 51.129…, the third digit is 9, so the second digit goes up.

How to convert leva to euro, and what is the rate?

1 EUR = 1.95583 BGN. From leva to euro you divide by 1.95583; from euro to leva you multiply. The rate enters whole: it is not rounded to 1.96. The rate was confirmed by Regulation (EU) 2025/1409. Conversion is under Art. 12 and rounding under Art. 13 ZVERB; also cited are the Guidelines on dual price labelling (item 3.1) and Council Regulation (EC) No 1103/97.

How is the rounding done when converting BGN to EUR?

By the third digit: below 5 the second digit stays, 5 or more raises it by one. So BGN 0.87 is €0.44, not €0.45: 0.87 ÷ 1.95583 = 0.4448…, the third digit is 4.

Why can't I multiply by 0.51129?

Council Regulation (EC) No 1103/97, Article 4: inverse rates are not used. The tool shows what multiplying would give, and in "Audit" it counts the mismatches that equal it.

How does the Salary view round?

Under ZVERB Art. 45(1), for pay for work done, compensation, benefits and pensions, the second digit goes up when the third is greater than zero, while for a price the third digit decides (5 or more). At BGN 1,000 the value to the third digit is €511.291: €511.30 as a salary, €511.29 as a price.

When were dual labelling and dual circulation?

Under ZVERB Art. 15(2) and Art. 24 and the Guidelines: dual price labelling from 8 August 2025 to 8 August 2026 (section III), and dual circulation from 1 to 31 January 2026, when both the lev and the euro were legal tender (item 4.1). Both periods are over.
