It is governed by the laws of kinematics (acceleration, jerk, and inertia) and the thermodynamic limits of the hotend (volumetric flow rate).
The maximum speed at which a printer can operate is fundamentally limited by the rate at which the heater block can transfer thermal energy into the passing solid plastic filament.
