You work. I work. This is the bill.

If any of these tools did the job for you, you already know whether it makes sense. I make tools so you do not pay for things that can be free. I make my living from selling one book. The hours I put in here are priceless and from the heart.

Scope of the audit data: The total budget of procedure BG-RRP-1.015 is BGN 534.3 million (€273.2 million), while according to ISUN 2020 data, the amount contracted is €265.3 million in grant funding across 2 227 schools. This tracks … contracts actually concluded in CAIS EPP by … contracting authorities. The difference is due to: (1) direct contracts below the Public Procurement Act (ЗОП/PPA) thresholds (Art. 20(4), up to €25,565 for supplies), which do not go through a public tender procedure; (2) contracts that do not carry an explicit „STEM" tag and are therefore not captured by the filter; and (3) procedures still being recorded. Contracts are refreshed automatically every night from the CAIS EPP open data (storage.eop.bg), covering 01.01.2024 onwards. Line items, unit prices and amendments are NOT refreshed automatically, they are read from the tender documents and collected separately; their date and coverage share are shown in plain sight in the "What is actually bought" and "Amendments" views.
Audit of the "Gray Zone": Direct Contracts Below the Public Procurement Act (ЗОП/PPA) Threshold Art. 20(4) of the Public Procurement Act (ЗОП/PPA), Outside CAIS EPP

Schools are legally entitled to purchase equipment directly (via invoices or direct contracts) up to the thresholds under Art. 20(4) of the Public Procurement Act (ЗОП/PPA)…€25,565 (BGN 50,000) for supplies, without a public tender procedure. These expenses are not visible in the open data of CAIS EPP, but are reported to the MES and are subject to access under the Access to Public Information Act (ЗДОИ/APIA).

Schools from the official ISUN 2020 register whose EIK does not appear as a contracting authority in CAIS EPP. EIK is matched against EIK; one figure is not subtracted from another. This is not evidence of wrongdoing, most of these schools legitimately stayed below the Public Procurement Act thresholds. Source: ISUN 2020 · as of 26.07.2026

Personal data, legal basis and your rights

What is shown. The contracting authorities here are schools and institutions, legal persons. The radar does NOT publish the names of natural persons. Nor does it publish national identity numbers, addresses, phone numbers or e-mail addresses.

The names of head teachers were WITHDRAWN on 06.08.2026. Until then this page carried a map of 666 names that suggested an addressee for a freedom-of-information request. It turned out to have been built on the school’s PATRON NAME rather than its company number: one name landed on dozens of identically named schools across different regions, the largest group is one name across 117 schools called „Hristo Botev" in 26 regions. A head teacher runs one institution, so at most one record per group can be right, that is, at least 529 of the 666 records (79%) were wrong about named living people. The list is withheld pending verification against the official register of the Ministry of Education. Nothing has been deleted: the full list and the analysis remain in the repository.

Legal basis. Legitimate interest (Art. 6(1)(f) GDPR), public scrutiny of the spending of public funds, in conjunction with freedom of expression and information (Art. 85 GDPR / Art. 25h of the Bulgarian Personal Data Protection Act). The names of the heads of state and municipal schools are public information.

Your rights. Access, rectification, restriction and objection (Art. 15, 16, 18 and 21 GDPR), and erasure under Art. 17 GDPR in so far as the exemption in Art. 17(3) for freedom of expression and information does not apply. Write to [email protected], we reply within 14 days. You also have the right to lodge a complaint with the Commission for Personal Data Protection: cpdp.bg.

What this radar does NOT say. No figure here establishes any breach by a particular school, supplier or person. An exceeded ceiling, a gap between granted and contracted funds, or a single bidder are FACTS from the official registers, not conclusions about the lawfulness of a procedure.
