Bulgaria house price index: national, regional, six cities and Europe

This is an index, not a price list: a single number, based at 2025 equals 100, that tracks how housing prices move over time. It comes straight from Bulgaria's National Statistical Institute and Eurostat, covering the whole country, six statistical regions, the six largest cities and 14 other European countries.

Open the index Free, no sign-up. The tool has a full English mode; city and region names stay in Bulgarian, because they are the data keys.

How it works

Three levels of detail, one consistent index base.

  1. Start at the national level

See the total index plus its new-dwelling and existing-dwelling components, published quarterly by Bulgaria's National Statistical Institute since 2015, all based at 2025 equals 100.

  2. Zoom into a region or a city

Switch to the two statistical zones and six NUTS2 regions, or to any of the six cities with over 120,000 residents, tracked on the same quarterly schedule and index base.

  3. Compare against Europe

Line Bulgaria up against 14 other European countries using Eurostat's annual index back to 2005. Greece is absent because it does not report this indicator to Eurostat.

What the index actually measures

An index, not a price tag, and the difference matters.

An index that tells you what it can't tell you

Most of the interesting limits come from what official statistics don't publish, not from this tool.

  • Index, not price

Every value is a dimensionless index based at 2025 equals 100. It shows how fast prices are moving, not what a square meter costs in leva or euro, because Bulgaria's statistics office stopped publishing an absolute price series after 2014.

  • Three geographic levels

National, six NUTS2 statistical regions, and the six cities with over 120,000 residents, all built from the same underlying NSI survey and administrative data rather than three separate methodologies.

  • A break flagged, not smoothed over

From 2022 the index switched from survey data to the Property Register as its source. That is a change in method, and it changes the numbers, so the tool marks the boundary instead of drawing one continuous line through it.

  • Asking prices are not in here

Listing sites show what sellers ask for. The actual transaction data lives in the Registry Agency behind a fee and GDPR limits on bulk access, so this index, built from NSI and Eurostat, is the closest free and legal substitute.

What 'regional' means here

Six regions is not the same granularity as 28 provinces, and the data does not support pretending otherwise.

LevelCoversSince
NationalBulgaria total, plus new and existing dwellings2015, quarterly
Regional2 statistical zones and 6 NUTS2 regions2015, quarterly
CitiesSofia, Plovdiv, Varna, Burgas, Ruse, Stara Zagora2015, quarterly
EuropeBulgaria plus 14 other countries2005, annual

There is no official breakdown by Bulgaria's 28 provinces or by individual municipality. NSI's own regional table stops at six NUTS2 regions, because a finer split would not have enough real transactions behind it to be statistically meaningful.

Frequently asked questions

Is this an actual price in leva or euro per square meter?

No. Every figure here is an index, a dimensionless number based at 2025 equals 100, that shows how fast prices are moving relative to that base year. Bulgaria's National Statistical Institute stopped publishing an absolute price series after the second quarter of 2014, so an index is the most detailed official measure currently available.

Why does the 2022 data look different from earlier years?

From the start of 2022, the index changed its underlying data source from a market survey to the Property Register, an administrative dataset. That is a change in how the number is built, not a market swing, so comparing a value from 2021 directly with one from 2023 mixes two different measurement methods. The tool marks this boundary rather than drawing an unbroken line through it.

Can I see prices for a specific neighborhood or town?

No. The most detailed official geography is six NUTS2 statistical regions plus the six cities with over 120,000 residents individually. Bulgaria's 28 provinces are not broken out in the source data, because narrower regions would not have enough recorded transactions to produce a statistically reliable index.

Why is Greece missing from the European comparison?

Greece does not submit this specific indicator, the harmonised house price index, to Eurostat under either its EL or GR country code. That is a gap in what Greece reports, not an error in how this tool reads Eurostat's data.

How often is the data updated?

Quarterly for the national, regional and city figures, matching the National Statistical Institute's own release schedule, and annually for the European comparison, matching Eurostat's publication schedule for that indicator.

What changed with the 2024 update to the index?

From the start of 2024, the index started using weights based on the previous year's actual dwelling transaction values, under an EU implementing regulation on house price index methodology. It is a technical refinement to how the index is calculated, not a break in the data series the way the 2022 source change was.
